Founder & CEO
Adam Phipps is the Founder & CEO of Infrastructure Strategies LLC, a national advisory firm specializing in Program Delivery, Business Strategy & Business Development. Infrastructure Strategies was founded in 2023 and launched in 2024 to Bridge the Gap between the Public Sector and the Engineering & Construction industries. Since its founding, Adam has provided strategic advisory services to clients across the United States on capital programs totaling more than $30 billion dollars.
Prior to founding infrastructure Strategies, Adam served as the Executive Director and City Engineer of Denver’s Department of Transportation and Infrastructure (DOTI), where he led a team of more than 1200 employees and oversaw the delivery of a $5 Billion dollar capital program, a program that expanded by 10 times under his leadership. Adam was appointed a member of Mayor Micheal B. Hancock’s cabinet, acting as principal advisor on issues related to transportation, infrastructure, utilities, and development. During that time Adam acted as Deputy Mayor when required. He operated Colorado’s largest wastewater collection utility. He also served on the Denver County Board of Equalization sitting as the Board of County Commissioners for the City and County of Denver.
Adam established Denver’s first dedicated transportation capital revenue fund. He led the implementation of the City’s largest general obligation bond program ever! He implemented the City’s first full asset management program. Adam also executed the first thirty-year strategic transportation plan. Adam was also selected to receive the City and County of Denver’s coveted Mayoral Gold Challenge Coin. He was nominated for his unparalleled contributions to civic welfare and quality of life in Denver.
Throughout his tenure, Adam has been involved in executive capacities with the National Association of City Transportation Officials (NACTO) and he American Public Works Association (APWA) Big Cities & Counties initiative. While at the City and County of Denver, Adam advised the United States House of Representatives Public Works Committee on regulatory reform to accelerate the delivery of federally funded infrastructure projects.
Prior to working at the City and County of Denver, Adam spent more than a decade in engineering consulting. He worked for a private engineering firm right out of college and then worked at the National Renewable Energy Laboratory (NREL). He is a graduate of the Colorado School of Mines. He has a Bachelor of Science, Engineering with a specialty in Mechanical Engineering and a Minor in Economics and Business. Adam is a licensed Professional Engineer and certified Project Management Professional. He also spent over 10 years on the Golden Fire Department before retiring. During his first year with the fire department, Adam was recruit of the year, top skills of the year and later Fire Fighter of the Month and awarded a Unit Citation.
Away from the office Adam does his best to keep pace with his active family, a task that isn’t easy given that his wife Candace lives by the motto “to rest is to rust” and his four boys all take after their mother. Adam enjoys going to church on Sundays, camping with his family, playing sports with his boys, choring on his small farm, golfing, and drinking coffee with his wife on the porch.
