David Nemovitz, P.E. is a recognized leader in the Architecture, Engineering, and Construction (AEC) industry. With over 25 years of experience, he has played a pivotal role in shaping infrastructure programs, leading high-impact projects, and optimizing organizational performance. As Vice President & Senior Advisor at Infrastructure Strategies LLC (IS), David provides trusted guidance to public and private sector clients, ensuring the successful development, funding, and execution of critical infrastructure initiatives.
Before joining IS, David served as Head of Transportation and Deputy City Engineer for the City and County of Denver from 2021 to 2024. In this role, he oversaw multiple divisions comprising more than 100 engineers, planners, and scientists—each responsible for enhancing the safety, efficiency, and expansion of the city’s transportation network. His expertise in public-sector strategy and governance has made him a sought-after advisor for municipal policy development, capital planning, and strategic innovation. With a keen ability to navigate complex political landscapes, optimize funding structures, and forge essential partnerships, David has helped agencies transform ambitious infrastructure goals into actionable, long-term, value-driven solutions.
Prior to his public-sector tenure, David spent over two decades in private industry, beginning as a design and construction engineer before advancing into leadership roles focused on project delivery, business growth, and talent development. Today, he helps firms strengthen their market position, develop winning public-sector strategies, and execute them effectively. His deep expertise in transportation, transit, and infrastructure sectors enables him to guide business development efforts that emphasize competitive differentiation and strategic partnerships for sustained growth.
Throughout his career, David has been instrumental in launching and managing large-scale capital infrastructure programs, spanning initiatives such as disaster recovery, COVID economic stimulus, and General Obligation Bonds. His leadership in program oversight, risk management, and funding strategy has been critical in elevating team performance and project success. Passionate about fostering organizational excellence and a strong team culture, David focuses on aligning leadership structures, enhancing workforce capabilities, and implementing governance best practices to ensure infrastructure programs are not only successful but also sustainable.
Outside the office, David cherishes time with his wife, Amanda, their four energetic sons—Alex, Jacob, Josh, and Zach—and their mischievous dog, Loki. An avid sports enthusiast, he enjoys golf and pickleball and has a passion for traveling, exploring new cultures, and indulging in fine cuisine from around the world.
