Matt Bournonville is a senior capital programs advisor and licensed professional engineer with more than 20 years of experience guiding public-sector organizations in the strategy, governance, and execution of complex infrastructure and capital delivery programs. He specializes in helping leaders translate technical, financial, and organizational challenges into practical, high-performing program strategies that deliver measurable results.

Matt has advised executives, boards, and government leaders on portfolio strategy, risk management, procurement, and program performance across a wide range of mission-critical environments. His experience spans large-scale federal and research infrastructure programs, where he has led initiatives involving hundreds of projects and significant capital investment.

Prior to joining Infrastructure Strategies, Matt served as a Senior Program Manager with the U.S. Department of Energy’s National Laboratory of the Rockies, where he advised leadership on enterprise capital program strategy and directed delivery of a $224 million laboratory project. His earlier roles with the U.S. Coast Guard included senior leadership positions overseeing regional operations, capital planning, facilities management, and construction programs across multi-state portfolios.

Matt is known for his ability to bring clarity to complex environments, align diverse stakeholders, and implement governance and delivery frameworks that improve transparency, accountability, and outcomes.

He holds a Master of Science in Civil Engineering from the University of Kansas and a Bachelor of Science in Civil Engineering from the U.S. Coast Guard Academy. He is a licensed Professional Engineer (PE), Project Management Professional (PMP), Design-Build Professional (DBIA), and a military veteran.

Beyond his professional work, Matt enjoys time with his wife, Jill, and their children, Grace and Jake, often found skiing, biking, or hiking across Colorado’s remarkable outdoor landscape.
